Turner Construction is wrapping up 2024 on a high note, following a major reorganization to support its impressive $33 billion backlog. The New York City-based construction giant recently secured a $158 million project to build the Southern Region Emergency Operations Center in Costa Mesa, California, marking a significant achievement.
The center, located on a 15-acre site within the former Fairview Development Center, is commissioned by California’s Department of General Services for the Governor’s Office of Emergency Services. It aims to bolster disaster response capabilities across Southern California. The project includes a 35,000-square-foot office building, a 20,000-square-foot support warehouse, and a variety of infrastructure components such as a helipad, outbuildings, landscaping, fencing, and parking lots. Notably, it will feature a 100-foot microwave tower and energy-efficient systems, including photovoltaic panels, battery energy storage, and emergency generators, all designed to meet net zero energy standards.
While the project initially faced opposition from the local community due to concerns over noise and traffic, the project received approval after local officials visited a similar facility in Northern California. Turner is partnering with DGA Architects, based in Mountain View, California, for the design-build efforts. Reed McMains, Turner’s vice president and general manager, expressed pride in the project’s significance, emphasizing its role in enhancing community resilience and emergency readiness.
Construction is expected to be completed by mid-2027, further positioning Turner as a key player in major infrastructure developments.
